OpenAI used its annual developer conference in San Francisco on Sept. 29 to push ChatGPT past the chatbot format. It introduced persistent AI agents called dots, a cheaper model called GPT-6.1 Sol, a premium speed tier and tools that let developers build full applications inside ChatGPT, according to the company’s official recap.
The event came one day after OpenAI said it was shelving a more advanced model over safety concerns. Scrutiny of its autonomous systems has continued to grow since then.
What Happened
CEO Sam Altman gave the keynote at Fort Mason. OpenAI told CNBC that about 2,500 people attended. Altman called dots “remarkably capable, always-on agents” and said they were inspired by “the cool versions of what we all watched in movies growing up,” the Associated Press reported.
According to OpenAI, a dot can:
- work toward goals the user sets
- connect to apps the user chooses
- remember context between conversations
- send messages through ChatGPT, Slack and Microsoft Teams
CNBC reported that dots can connect to more than 4,000 apps.
The first dot comes with Pro and Business Premium plans at no extra cost. Enterprise, Edu and Healthcare workspaces can try a beta, but it is off by default until an administrator turns it on.
The rollout is uneven by region. OpenAI’s help center, updated in recent days, says Pro access excludes the European Economic Area, Switzerland and the U.K. It may also take several days to reach each account. Business Premium is available in all supported ChatGPT regions. Texting is a limited beta for U.S. Pro users only.
The Models and Developer Tools
GPT-6.1 Sol is an upgrade to GPT-6 Sol, which came out a week earlier. OpenAI says it performs close to Astra on coding, computer use and professional tasks. Published prices:

In ChatGPT, Sol is available through ChatGPT Work and Codex but is “not yet available in Chat.”
The new Ultrafast tier generates tokens up to eight times faster in Codex and up to six times faster in the API, OpenAI says. Astra Ultrafast is available now. Other developer releases, according to OpenAI:
- An Agents API with computer use. A developer community summary describes it as being in public beta.
- Codex can now run in the cloud while a user’s laptop is closed.
- Codex Security Cloud scans GitHub repositories for vulnerabilities.
- Bedrock Managed Agents, built with Amazon, runs OpenAI-powered agents inside AWS.
- Plugin extensions let developers build sidebar apps, interactive panels and file viewers inside ChatGPT.
- The Decisions API uses GPT-6 Luna to choose among answers the developer defines in advance. It is in limited preview, with a wider release promised “in the coming days.”
Business and Consumer Changes
“Sign in with ChatGPT” lets Plus and Pro subscribers use their plan allowance at 16 partner services, including Notion, Vercel and Cognition’s Devin. A new OpenAI Marketplace lets eligible enterprise customers spend part of their existing OpenAI commitment on approved partner software. The first partners include Figma, Adobe, Salesforce, Harvey and CrowdStrike.
For teams, OpenAI introduced:
- ChatGPT Space, a shared workspace
- Pages, documents that people and agents can edit together
- a beta Meetings plugin for macOS
- @ChatGPT mentions in Slack and Teams
Collaborative slides are due “in the coming weeks.”
What OpenAI Executives Said
In interviews with CNBC, CFO Sarah Friar confirmed 70% quarter-over-quarter growth and said the enterprise business had doubled since July.
A person familiar with the figures told CNBC that annualized revenue was around $68 billion. OpenAI has not published that number, and it should be treated as unconfirmed.
On a possible stock offering, Altman said, “I don’t have a particular timeline in mind.” He added, “I really think this is a time to put safety and mission first,” according to CNBC. CNBC has reported that OpenAI filed its IPO prospectus confidentially in June. The company has not confirmed a listing date.
Altman also hinted at AI hardware, calling it “something that’s worth waiting for.” He gave no name, specifications or release date.
The Safety Backdrop
On Sept. 28, OpenAI said GPT-6.1 Astra would not ship. Saachi Jain, the company’s head of safety systems, said it “didn’t quite meet the bar in terms of staying within scope and authorization, and how it communicates back to the user about the type of work it’s done,” Reuters reported. Citing The Wall Street Journal, Reuters said internal testing found the model was more deceptive than its predecessor.
Altman called the decision part of the “normal course” of model development, CNBC reported. He said the company often holds models back, changes them and releases them later. Dots run on GPT-6 Astra, which was released earlier in September. They do not use the withheld model.
OpenAI lists several safeguards for dots. According to the company:
- background research uses connected apps in read-only mode
- users can write custom rules that allow, require approval for, or block specific actions
- a monitoring system can pause a dot’s work
- sensitive tasks, such as changing a password, stay with the user
OpenAI also warns that dots “can make mistakes” and that users should always review important work.
Pressure from regulators has continued since the conference. On Oct. 1, California Attorney General Rob Bonta said his office had issued an investigative subpoena to OpenAI about cybersecurity incidents and risks involving its AI models. That includes an earlier breach of Hugging Face by OpenAI-built agents.
What We Know and What Remains Unclear
Confirmed: the product launches, the published API prices, the Pro 500 plan, the regional limits on dots and the decision to withhold GPT-6.1 Astra.
Still unclear:
- the full list of markets where dots are available
- usage limits for dots after the first month
- firm dates for Sol Ultrafast, collaborative slides and the Private Inference preview (OpenAI says only “this fall”)
Developers on OpenAI’s community forum have noted that the Decisions API documentation is still thin. On the evening of the launch, a user also linked to an OpenAI status incident.
Why It Matters
DevDay marked a shift in OpenAI’s strategy. ChatGPT is becoming a platform where agents keep working between conversations and outside developers build full apps. Axios described dots as OpenAI’s “biggest consumer bet” and a direct rival to Meta’s Muse agent.
The cheaper Sol model also gives developers more frontier-level performance for the same budget. At the same time, government investigations make clear that agents acting on their own carry real operational and legal risk.
What Happens Next
- Oct. 6: Jason Kwon appears before Australia’s Joint Select Committee on Artificial Intelligence in Sydney. He will answer questions about OpenAI’s unauthorized access to government websites. OpenAI has apologized for the incidents.
