Two members of the West Virginia National Guard are in critical condition following a shooting in what officials have described as a targeted attack located just blocks away from the White House and one of the most significant security threats to central Washington, D.C. The incident occurred just before noon on Wednesday at the busy intersection of 17th and I Streets Northwest and has resulted in a temporary lockdown of the White House and a significant, coordinated response from multiple agencies, including the Secret Service, FBI, Homeland Security, and local police.

A lone suspect has been arrested and was shot at the scene and is currently being interviewed by investigators as they seek to determine motives for the attack and the potential designation of an act of terrorism.

What Happened Near the White House

The shooting incident occurred near Farragut Square, a popular location for office workers and tourists and situated just a short distance from the White House. The shooting occurred around 4:20 p.m. on a Monday afternoon. According to the Metropolitan Police Department of Washington, D.C., the shooter was engaging in “high-visibility patrols” as part of an anti-crime initiative developed by the Trump Administration.

The shooter approached the Guardsmen from behind and opened fire from close range. “The shooter came around the corner and began shooting at the two National Guard Members, each was struck by gunfire,” said Police Chief Jeffery Carroll. “A third National Guard Member, along with other people in the area, intervened. The Guardsmen and citizens restrained the suspect until the police arrived.”

Witnesses reported seeing people running away from the shooting and described a chaotic scene as they sought protection from the blazing gunfire. Video from a Metro entrance shows a shooter moving toward three uniformed National Guard Members and firing his weapon; after striking the first Guardsman, the second Guardsman fell before being struck down by additional gunfire. Law enforcement officials reported that a fellow National Guardsman returned fire and that other Guardsmen assisted in subduing the suspect until the police arrived.

The Victims and the Suspect

The wounded members of the Guard have not been publicly named by officials, but West Virginia’s governor confirmed that both are part of West Virginia’s National Guard left in Washington and are critical in two separate hospitals.

FBI Director Kash Patel stated during a news conference that it appears the shooting was “targeted” and that “the early evidence” suggests those individuals (victims) were singled out for their uniforms.

The federal agency identified the alleged suspect as Rahmanullah Lakanwal, an Afghan citizen who entered the US as a refugee in 2021. Several law enforcement officials confirmed through multiple news outlets Lakanwal came to the US as a refugee or humanitarian program. The specific status of his immigration is currently unclear.

President Donald Trump, speaking via telephone from Florida, referred to the shooting as “an act of terrorism” and suggested that the shooter would face “definitive consequences”; this type of statement has only further politicized the investigation; at the same time, officials indicate that a definitive motive has not yet been determined.

According to the official sources present at the scene of the shooting, both the assailant and the victim in the shooting were shot during the incident; however, both are expected to survive. The investigation will be focused on reviewing the suspect’s videos and photographs taken from automobiles, obtaining internet data through mobile phones and electronic devices, and reviewing social network information as it pertains to this individual and the potential persons or groups that may have previously communicated with him as well as for how long he may have resided in the Washington, DC metropolitan area prior to committing the attack.

Security Lockdown and Political Reaction

Upon the assault, immediate security measures were invoked along the area surrounding the White House, although both President Trump and First Lady Melania Trump were in Florida at Mar-a-Lago for the Thanksgiving holiday. The streets north of Lafayette Square and east of Farragut Square were sealed off as members of tactical divisions checked for any remaining safety concerns.

The Secret Service’s most recent update stated that there are currently no ongoing dangers to the White House, but the security measures that were and continue to be in effect, such as enhanced security for the White House and the area surrounding it, remain in place.

In a show of solidarity, both sides of the political aisle have voiced their condemnation over this incident. In an official statement, Washington D.C. Mayor Muriel Bowser referred to this act of violence as “A targeted shooting of service men/women” and stated that she would assist fully in the investigation into this atrocious act.

President Trump has openly expressed on social media his opinion about the alleged shooter and indicated that the lack of proper vetting regarding immigration may have contributed to these violent acts, while officials from Homeland Security have concentrated their efforts to reassure the American People that there is no continuation of this threat to our communities.

Wider Context: Guard Deployments and Security Concerns

The increased presence of National Guard members in Washington D.C. over the last several months is a direct result of President Trump’s orders to deploy them throughout the district to help deter crime and enhance the federal presence in the Capital City. Thousands of National Guard members have been stationed throughout Washington D.C. for several months and have become prevalent in our daily lives. Supporters of the National Guard and the U.S. Military support this deployment as a positive influence on the district while opponents view it as a militarization of the local policing agencies.

The shooting in a public place in the vicinity of the White House heightens and re-ignites numerous discussions surrounding the following items:

  • Safety of Service Members in Publicly Exposed Areas
  • Protocols and types of force protection in high population density urban areas.
  • The possibility of Service Members becoming symbolic targets for those who support their countries in a highly politicized social climate.

According to security experts, although the White House and other federal buildings have heavy security measures in place, soldiers, who patrol the streets of Washington D.C., are far more exposed to individual attacks, most often initiated by a single shooter.

What Investigators Are Looking At

Major focuses of the investigation into this incident are:

  • Did the suspect have prior knowledge of the area or the victims before committing the killing?
  • How did the suspect obtain the weapon he used to commit the crime and, what type of weapon did he use?
  • Had the suspect expressed extremist views, or grievances related to the area before he killed, or had he made statements of intent prior to his act of violence?
  • Could the timing of the shooting (the day before Thanksgiving, the president out of the country) have been planned by the shooter?

Officials also cautioned that there is currently no evidence of anyone else involvement in this incident or of any continued, coordinated threat. It should be remembered that there still may be days, or weeks to go before all evidence is gathered, all evidence is processed through interviews and forensic tests.
