South Africa’s Zuma Daughter Faces Investigation Over 17 Men Sent to Ukraine War

Duduzile Zuma-Sambudla, daughter of former South African president Jacob Zuma, has announced her resignation as a Member of Parliament for the uMkhonto weSizwe (MK) Party following serious allegations that she recruited 17 South African men to act as mercenaries for Russia in the Ukraine war. On 28 November 2025 MK party officials stated Duduzile’s resignation was effective immediately.

The resignation occurred just after Duduzile’s half-sister filed a criminal complaint against her accusing her of human trafficking using the lure of well-paying job offers. While she has denied any involvement and maintains there was no admission of guilt on behalf of the MK party, this incident may adversely affect the MK party’s popularity, particularly as it has recently gained greater visibility after strong results in the last national elections held only months ago.

The Allegations: Recruitment for Russia’s War Effort

As of 22 November, South African Police had confirmed that 17 nationals were stranded in Ukraine’s Donbas region after being misled by promises of high-paying jobs as bodyguards in Russia. The South African President’s office has confirmed that these individuals were actually deceived into joining groups of mercenaries who are currently fighting alongside the Russian Army and that diplomatic action is being taken to bring these men back to South Africa as soon as possible.

Allegations of involvement by South African women in facilitating the recruitment for these Russian mercenary groups arose when Nkosazana Zuma-Mncube, the half-sister of Zuma-Sambudla, made an official report to the Sandton Police Station, naming Zuma-Sambudla as well as Siphokazi Xuma and Blessing Khoza, who she considers to be key participants in the recruitment scheme.

In her complaint, Zuma-Mncube stated that these three women operated a WhatsApp group through which they communicated to over 100 people with messages that provided information about the recruitment process, travel arrangements, and false reassurance about not being engaged in combat activities. The Democratic Alliance (DA), a political party, has also laid charges against Zuma-Sambudla and others involved, as they believe they are in possession of new documentation that demonstrates how extensive this operation has been and how it reflects South Africa’s high youth unemployment rate.

Hawks investigators have opened a case for possible human trafficking violations as a result of this recruitment operation, with Brigadier Athlenda Mathe confirming that this investigation is ongoing. In response to this investigation, Zuma-Sambudla has given a statement to South African police denying any involvement in or intent to facilitate either combat or any illegal activities and claims to be a victim of misinformation.

Zuma-Sambudla’s Profile and Prior Controversies

Duduzile Zuma-Sambudla is the 43-year-old actively support her father, Jacob Zuma, is a well-known Member of Parliament (MP) for the MK Party elected into the parliament with 14.6% of the national vote in the January 2024 election after the party was formed as a splinter party by Zuma supporters and became the largest breakaway faction from the ANC. Her position in parliament has given her a much larger platform for engaging with the public on social media, where she has also engaged in controversy on several occasions.

Currently, Duduzile Zuma-Sambudla is facing trial for allegedly encouraging rioting by her postings on X (formerly known as Twitter) during the riots that occurred following the July 2021 unrest which occurred after her father’s imprisonment for contempt of court. The riots had a death toll of 337 people, resulted in more than 3,400 arrests, and resulted in a loss of over R50 billion in damage. Duduzile Zuma-Sambudla has denied that she was encouraging these riots, and her defense for that case is similar to her current defense; she is arguing that her posts were free speech and have been misrepresented.

All-MK officials, including National Organizer Nathi Nhleko and Chairperson Nkosinathi Nhleko were present at a press conference in Durban where Duduzile Zuma-Sambudla spoke; however, they did not speak at that press conference. They stated at that press conference that Duduzile Zuma-Sambudla left that press conference voluntarily in order to provide assistance to the families of the men who had been stranded. They also stated that the MK party was not involved in her reasons for leaving and denied having any knowledge of whether she had reason to feel guilty for having left.

MK Party’s Response and Political Fallout

The MK Party has completely rejected the accusations of any involvement by them in the Russia-Ukraine issue, through statements from their own people, such as Magasela Mzobe, stating that the MK Party played no role in this at all, and will not condone such accusations. Nhleko reiterated the view of Zuma-Sambudla being a “disciplined member” of the MK Party and stated that they are behind her repatriation and warned against using this humanitarian issue to score political points against a human being and their family.

For the MK Party, however, the timing could not have been worse as they are trying to position themselves as a radical alternative leading into the local elections. Critics, including the DA, allege that this scandal highlights vulnerabilities within the influence of the Zuma family and points to weaknesses in MK’s foreign policy stance given Jacob Zuma’s history of supporting Russia. Party leaders maintain that this will not have an impact on voter support for MK since they still have many items that can be used as “campaign materials.”

With Zuma-Sambudla’s resignation from the National Assembly and from all other public positions, this also means she has resigned from all of her roles in all of her public interactions with the media, though she continues to remain a disciplined member of MK while investigations continue. Nhleko reiterated that Zuma-Sambudla would cooperate fully with investigations by law enforcement agencies.

Broader Implications: Mercenary Recruitment and SA’s Global Stance

A troubling trend in South Africa is the increasing number of South Africans being recruited for overseas wars under false promises of employment. This problem is particularly troubling given South Africa’s high unemployment rate of 32%. Additionally, many South Africans have been reported to be joining Wagner Group affiliates or other proxies; as a result, there are serious concerns about human trafficking operations targeting those most vulnerable to exploitation.

South Africa’s government walks a diplomatic tightrope between BRICS partners such as Russia while disapproving of the invasion of Ukraine at the UN. In addition to the government’s efforts to repatriate South African citizens from around the world, the recent disclosure of a South African MP’s alleged connection to a rebel faction (in this case, allegedly recruiting members for the rebel faction Wagner Group) will muddy South Africa’s neutral stance on the conflict in Ukraine.

It is believed that Hawks will not conclude its investigation into Zuma-Sambudla in the near future. Legal experts predict that investigation could expand, and that it may include investigations of travel agencies, forensic analysis of social media, and the possibility of obtaining assistance from international postal agreements or treaties. If Zuma-Sambudla is charged with trafficking persons, he may face very serious penalties, adding to his already substantial legal difficulties.
