The proposed expansion, explained in a classified State Department cable and signed by Secretary of State Marco Rubio, would more than triple the countries banned and would significantly change the scope of international travel for entry to the United States.

Background and Reasoning

Earlier this month, President Donald Trump issued a proclamation barring entry for citizens from 12 countries under the need of safeguarding national security to greater “foreign terrorists” and other threats.

This is a part of a larger immigration enforcement strategy that has included deportation of Venezuelans suspected of gang ties directly to El Salvador and limitations on certain international students attending United States colleges.

The most recent memo approved by the State Department identified twelve concerns with each of the 36 countries that are going to be considered. The memorandum did mention that not every country has all of the concerns listed above but that each country must show meaningful effort toward each concern to avoid any sanctions.

This list is impressive in its expanse, with 25 African countries and various other countries as well.

Critics also compared it to the 2017 “muslim ban”, which drew condemnation for being both xenophobic and ineffective.
